I received my medical degree from Dow Universiry of Health Sciences in 1980 and came to the United States in early 1981. After working as a volunteer physician at Children Hospital National Medical Center,Washington DC in 1981 and 1982,I served as a House Officer in Psychiatry at Provident Hospital in Baltimore ,Maryland from 1983 to 1985. In 1985 ,I moved to El Paso ,Texas to start my psychiatric residency at Texas Tech University Health Sciences Center and completed three years training in psychiatry in 1988. During my training I was recognized for excellance in training and professional growth in psychiatry and received Dr Jacob Schut Annual Achievement Award. I moved ,along with my wife Dr Jameela Arshad and three year old son to New Orleans where I finished one year of training in Internal Medicine at Tulane University Medical Center and School of Medicine.
Followimg six months work at the East Louisiana State Hospital as staff psychiatrist and admission program director, I began private practice in New Orleans area. While engaged in the private practice ,I have held several leadership positions in various psychiatric hospitals and institutions over last three decades. I served as Medical Director and Chief of Medical Staff at Methodist Psychiatric Pavillion,Psychiatric Pavillion of New Orleans, Seaside Behavioral Center and Oceans Behavioral Hospital of Greater New Orleans . I directed the psychiatric emergency room at West Jefferson Medical Center for six years . I served as Regional Medical Director of the Mental Health Network and Executive Vice President of Evergreen Healthcare Management prior to 2005 . I founded Physician Care , A Professional Medical Corporation in 1994. The corporation medically managed and directed several psychiatric hospitals and programs in New Orleans area in coordination with several psychiatrists and psychiatric nurse practitioners as part of the private practice group.
In August 2005 ,the Hurricane Katrina destroyed my office and two hospitals where I practiced. I was displaced and went to Virginia for few months to work. My affection for the city of New Orleans and a desire to help a devastated population brought me back to the city. In the beginning of 2006, I took over as Medical Director and Staff Psychiatrist at Psychiatric Pavillion of New Orleans which was the first Inpatient free standing psychiatric facility and one the first few businesses to start operations in the New Orleans East area which had been totally demolished by the storm. I appreciated the opportunity to be a part of the recovery and rebuilding of mental health services in the city . The city was left dangerously underserved in regards to the mental health services due to Katrina . Thousands of people had been left traumatized and were in desperate need of care while numerous psychiatrists and other mental health providers had moved to other parts of the country in search of a better personal and professional life.
I have been teaching medical students ,residents and fellows at the Louisiana State University School of Medicine and St Martinus University College of Medicine. I hold faculty positions as Assistant Clinical Professor at LSU School of Medicine and Tulane University School of Medicine as well as a Visiting Professor at St Martinus University College of Medicine in Virgin Islands . I have been involved in the training of psychiatric nurse practitioners at University of Alabama, University of South Alabama and Southeast Louisiana University.
I have felt specially fulfilled by my work as medical director of the Grief Resouce Center at Akula Foundation and have appeared as guest in the weekly radio program "Canon Hospice Health Hour" covering various mental health issues.I am committed to an adequate healthcare access and delivery of mental health services . I served as the president of Louisiana Psychiaric Medical Association and was recognized as Distinguished Life Fellow of the American Psychiatric Association. I have testified in the Louisiana State Legislature including Senate and House to promote the mental health causes. I have served on the boards of Alzheimer Associaton of Greater New Orleans and Louisiana State Board of Practical Nurse Examiners.
